The Skills in Demand Visa, Core Skills Stream - Ultimate Guide (December 2024 Update)

published on 06 December 2024

Updated 7th of December 2024

As of the 7 December 2024, the Australian Government has introduced significant updates to its skilled migration program, highlighted by the launch of the Skills in Demand (SID) Visa (Subclass 482). This change replaces the Temporary Skill Shortage (TSS) visa and introduces new pathways and criteria, particularly through the Core Skills Stream.

If you’re a professional looking to migrate to Australia or an employer seeking skilled workers, this comprehensive guide to the Core Skills Stream is your essential roadmap.

1. What Is the Skills in Demand (SID) Visa?

The SID visa is a new version of the TSS visa designed to address Australia's evolving labour market needs. It is divided into three streams:

  • Specialist Skills Stream: This is for high-income earners with niche skills. (Minimum of 135k+p.a)
  • Core Skills Stream: Focused on mid-level skilled occupations with a clear pathway to permanent residency.
  • Labour Agreement Stream: Retains existing features from the TSS visa.

2. Core Skills Stream Highlights

The Core Skills Stream aligns with the Core Skills Occupation List (CSOL), introducing significant changes for skilled migration. Here’s what you need to know:

Income Threshold:

  • The minimum salary requirement is $73,150, reflecting the Temporary Skilled Migration Income Threshold (TSMIT).

Occupations List:

  • The CSOL includes 456 occupations, a net increase of 189 roles now eligible for permanent residency through the Subclass 186 Temporary Residence Transition (TRT) stream.
  • Compared to previous lists, it excludes 125 roles and integrates 16 new or updated ANZSCO occupations.

Eligibility Criteria:

  • One year of full-time work experience (or equivalent) within the last five years.
  • English proficiency is equivalent to IELTS Level 5 in each component.

Reduced Caveats:

  • The new list has only 14 caveats, down from 26, simplifying eligibility requirements.

3. Permanent Residency Pathways

The SID visa introduces flexible pathways to permanent residency via the Employer Nomination Scheme (Subclass 186). Key features include:

  • The Core Skills Income Threshold aligns with SID visa salary requirements.
  • Flexibility in the definition of ANZSCO occupation codes allows updates without disadvantaging applicants.
  • Work experience requirements are cumulative, enabling applicants to count employment across multiple sponsors.

4. Transitioning from TSS to SID

If you hold a TSS visa:

  • You can switch to the SID visa if your occupation is on the CSOL or meets income requirements for the Specialist Skills Stream.
  • Nomination approvals for TSS visas before 7 December 2024 can be linked to SID visa applications.

5. Key Benefits for Employers

The SID visa streamlines the hiring of skilled migrants:

  • Faster processing for Core Skills Stream applicants.
  • Simplified sponsorship obligations, with 180 days (up to 365 cumulative days) to find a new sponsor if employment ceases.

6. English Language Requirements

The language criteria remain consistent with the previous TSS visa:

  • IELTS Level 5 or equivalent across all components.
  • Exemptions for specific applicants remain unchanged.

7. Fees and Charges

Visa application fees for the SID visa are:

  • Base charge: $3,115.
  • Additional charge for applicants 18 or older: $3,115.
  • Additional charge for applicants under 18: $780

8. Commencement and Transitional Arrangements

The new regulations apply to:

  • All SID visa nominations and applications made on or after 7 December 2024.
  • TSS visa applications lodged before this date will follow the previous requirements.

Core Skills Stream: Why It Matters

The Core Skills Stream makes Australia more accessible to skilled migrants while meeting labor market demands. With a focus on creating clear pathways to permanent residency, this stream encourages skilled professionals to contribute to Australia's economic and social growth.

Whether you’re an applicant seeking opportunities or an employer navigating the new landscape, the Core Skills Stream is a game-changer.
